Tensions and Good Intentions

Property rights versus blight fighting...in a proposed Constitutional amendment working its way through the Louisiana Legislature.

I see how the amendment would stop what some have called a "roach hotel" problem created by one provision in the amendment passed in response to eminent domain abuse in Kelo.  I think the intentions are great - reducing blight in New Orleans is a worthwhile goal - and it is absurd that the owners whose property was just expropriated would be the first up to buy it.  

But I'm not sure if the language of the proposed amendment safeguards property rights against Kelo-like expropriation/eminent domain abuse.  I can see the phrases that would be added to the Constitution...getting abused down the road.
